Israƫl zegt alleen Hamas-doelen te raken, maar wat zijn dat?
Na de terreuraanval van Hamas van een week geleden zet Israƫl naar eigen zeggen alles op alles om de militante beweging op de Gazastrook uit te schakelen. Inmiddels zijn door de luchtaanvallen van het Israƫlische leger meer dan 2200 burgerdoden gevallen, onder wie ruim 700 kinderen, zo meldde het Palestijnse gezondheidsministerie in een laatste update. Israƫl claimt bij aanvallen zich alleen te richten op Hamas-doelen. Maar wat zijn deze doelen en hoe worden de aanvallen uitgevoerd? Dat onschuldige burgers omkomen in gewelddadige conflicten is niet ongebruikelijk. De hevigheid van de aanvallen speelt daarbij ook een rol. Een week na de start van de oorlog tussen Israƫl en Hamas blijkt dat Israƫl in een week tijd al evenveel bommen gegooid heeft als de Verenigde Staten op Afghanistan in een jaar deed, zegt Marc Garlasco, militair adviseur bij PAX voor vrede tegen de Amerikaanse krant The Washington Post. Het is onduidelijk op welk jaar hij doelde met zijn opmerking. Garlasco werkte voor de VS tijdens de Irakoorlog. Om de politieke strategie - namelijk Hamas uitschakelen - te vertalen naar militaire opdrachten is een lastige opgave voor Israƫl, legt oud-commandant Landstrijdkrachten Mart de Kruif uit. "Het is een operatie vol frictie, omdat je een aanval uitvoert waarbij je niet weet wie Hamas-strijder is en wie niet." Hamas fysiek aanvallen is dus een belangrijk onderdeel van de militaire aanval van Israƫl. De Kruif: "Denk aan aanvallen op communicatieknooppunten waar hun hoofdkwartier zit bijvoorbeeld, of commandocentrales. Ze weten ongeveer waar die zitten, doordat er al langer een inlichtingenoorlog aan de gang is." Om Hamas-strijders te vinden in een dichtbevolkt gebied als Gaza is een onmogelijke zaak. "Zij dragen geen legeruniform bijvoorbeeld. Omdat er sprake is van een ongelijke situatie tussen een sterk leger en een relatief zwakke krijgsmacht, willen Hamas-strijders niet opvallen", legt de generaal buiten dienst uit. Het Israƫlische leger meldt geregeld dat het honderden doelen van Hamas en ook Islamitische Jihad heeft getroffen, zoals huizen, tunnels, een moskee en woningen van Hamas-functionarissen. Hoe het leger zelf beoordeelt wat wel en geen doel is, is niet precies duidelijk. De tactiek van Israƫl focust zich nu op bombardementen. De Kruif: "Die zijn minder gericht en veel massaler. Een andere optie is dat Israƫl de boel afsluit en kamer voor kamer gaat doorzoeken." OorlogsmisdadenMensenrechtenorganisaties zoals Amnesty International en Human Rights Watch beschuldigen Israƫl vanwege de bombardementen en ook vanwege het hermetisch afsluiten van de Gazastrook en de inzet van fosformunitie van oorlogsmisdaden. Dat laatste ontkende het Israƫlische leger gisteren nog met klem. De Verenigde Naties en het Internationaal Strafhof in Den Haag onderzoeken nu of de aanvallen gepaard gaan met het plegen van oorlogsmisdaden. Zo zijn meer dan 5000 woningen geraakt bij bombardementen, melden de Verenigde Naties, en zijn ook ziekenhuizen geraakt. Ondertussen benadrukt Israƫl alleen legitieme militaire doelen te raken. Zo zei de Israƫlische oud-generaal Giora Eiland tegen persbureau AP: "Israƫl moet vechten, en hoe doe je dat? Door ze te bombarderen, of niets te doen." Volgens De Kruif weet Israƫl dat de kans op burgerdoden stijgt als er meer bommen worden afgeworpen. "Israƫl heeft ook rekening gehouden dat hierdoor gijzelaars, hun eigen mensen, daardoor kunnen sneuvelen", zegt hij. "Een oorlogsmisdaad blijft een oorlogsmisdaad, maar dat is het vreselijke aan oorlog voeren", concludeert hij. Palestijnen in Gaza rapen de scherpen op na Israƫlische luchtaanvallen Midden-Oostendeskundige Mouin Rabbani is niet verrast door de hevige bombardementen van Israƫl. Waarom heeft Hamas zich toch gewaagd aan een terreuraanslag op een dergelijk grote schaal? Dat kan deels verklaard worden als manier om aandacht te vragen voor de Palestijnse zaak, legt Rabbani uit. "De Gazastrook is nu al bijna twee decennia onder Israƫlisch beleg. Het Westen steunt Israƫl en nu heb je ook een reeks vredeakkoorden met Arabische staten. De boodschap aan de Palestijnen is: 'Je kunt op niemand rekenen'." De Kruif denkt dat het een manier van Hamas was om een reactie vanuit Israƫl te krijgen, en dat is ook gelukt. De Kruif: "Voor Hamas was het feit dat ze op veel plekken door het hek konden breken succesvol. En dat er zoveel fout is gegaan voor Israƫl is uniek." De hevigheid van de Israƫlische aanvallen is deels het gevolg van een collectieve onderschatting van Hamas en zijn intentie, gaat De Kruif verder: "De verdediging rekende sterk op technologie, en niet op mensen. Ook dacht Israƫl dat Hamas een gematigde koers aan het varen was en werd het niet als acute dreiging gezien." Sat, 14 Oct 2023 14:13:50 +0200
