Het was acht over tien 's avonds toen gisteren even ten westen van Napels de aarde begon te beven. Slachtoffers vielen er niet, materiële schade was er nauwelijks. Toch schreeuwden inwoners in pyjama op de lokale televisie hun longen uit hun lijf. "Zeg het ons als we weg moeten! Wij willen hier niet sterven!"
De bezorgdheid in het gebied is zo groot, omdat de beving gisteren al de zoveelste was in een paar weken tijd. Inwoners vrezen dat de seismische activiteit een voorbode is voor meer ellende. Hun huizen zijn immers gebouwd op een ondergrondse mega-vulkaan.
Anders dan bij de bekende Vesuvius, die ten oosten van Napels ver boven de stad uitsteekt, bevindt de dreiging zich aan de westkant van de stad onder de grond. Die zone heet campi flegrei, een term die stamt uit het Grieks en 'brandende velden' betekent. Het gebied bestaat uit een aaneenschakeling van tientallen ondergrondse kraters, ooit ontstaan na de uitbarsting van een enorme vulkaan.
De kraters zijn geen braakliggend terrein, maar wel de ondergrond voor enkele dichtbevolkte gemeentes. Er zijn scholen op gebouwd, huizen, gevangenissen, ziekenhuizen. In totaal wonen in het risicogebied zo'n half miljoen mensen.
Door de vulkanische activiteit hebben de campi flegrei regelmatig te maken met bevingen en ook met een beweeglijke bodem: door de ondergrondse opstapeling van gassen stijgt de grond. Zo ligt het stadje Pozzuoli nu ongeveer een meter hoger dan 18 jaar geleden. Het is een fascinerend fenomeen voor seismologen, maar voor inwoners is het een voortdurende bron van zorg.
Door de vele recente bevingen vrezen zij dat een of meerdere kraters op uitbarsten staan. Het Italiaanse vulkanologisch instituut INGV, dat het gebied in de gaten houdt, zegt daar vooralsnog geen directe aanwijzingen voor te hebben. "De activiteit neemt toe, maar we hebben geen aanwijzingen dat er magma naar de oppervlakte stijgt", legt vulkanoloog Roberto Isaia uit tegenover het Italiaanse persbureau ANSA.
Helemaal geruststellend klinkt de vulkanoloog echter niet: "We kunnen niet uitsluiten dat er op enkele kilometers diepte wel kleine hoeveelheden magma zich verplaatsen".
De voorlopige consensus onder wetenschappers is dat een grote uitbarsting de komende tijd niet aan de orde is, maar dat een kleinere variant wel degelijk mogelijk is. Gezien de grote bevolkingsdichtheid kan ook dat problematisch worden.
Twijfels over evacuatieplannen
Om het zekere voor het onzekere te nemen, kwamen de burgemeesters van het gebied gisteren met het regiobestuur samen om de situatie te bespreken. Enkele gemeenten besloten vandaag de scholen gesloten te houden, om zo schoolgebouwen aan extra aardbevingscontroles te kunnen onderwerpen. Ook ziekenhuizen en grote wegen worden extra gecontroleerd.
Daarnaast werden de bestaande evacuatieplannen besproken. Ook daarover hebben inwoners grote zorgen: door de covid-uitbraak zijn ze sinds 2019 niet meer bijgewerkt, noch geoefend. En dat terwijl in het gebied veel illegaal wordt gebouwd, waardoor theoretische scenario's over vluchtwegen niet noodzakelijk toepasbaar zijn in de praktijk.
Zo klaagt de burgemeester van de gemeente Bacoli in de krant La Repubblica dat een deel van zijn inwoners volgens de laatste plannen moet vluchten over een weggetje van drie meter breed. Er is geld vrijgemaakt om de weg te verbreden, maar de werkzaamheden zijn nog niet begonnen. Zo zijn er in het hele gebied van de campi flegrei meerdere voorbeelden.
Oproepen tot kalmte
De burgemeester van de stad Pozzuoli riep vandaag dan weer op tot kalmte: "Natuurlijk moeten die scenario's getest en bijgewerkt worden. Maar mensen moeten zich niet alleen voelen. Er is een hele reeks instanties die de situatie van dichtbij in de gaten houdt."
Omdat de bevingen waarschijnlijk nog dagen of zelfs maanden zullen aanhouden, kunnen bewoners er volgens hem maar beter aan wennen.
De Napolitanen die gisteravond in hun pyjama naar buiten naar buiten vluchtten, hadden aan de geruststellende woorden van hun burgemeester weinig boodschap. "Ik kan al weken niet slapen. Waar de fuck is de burgemeester nu, midden in de nacht?" schreeuwde een vrouw met dik accent naar de camera's van de lokale televisie. "Wij zijn hier helemaal alleen."
