  • Homelessness: YMCA received 520 cases since January; 106 were supported and taken in

    Between January and September 2020, the YMCA shelter has received 520 cases, and has seen an increase in foreigners, especially immigrants ending up homeless, Anthony Camilleri, its CEO has told The Malta Independent.

    “In 2019 we had 886 cases. Between January and September 2020, we received 520 cases, out of which we supported 106. Whilst we have seen a slight decrease, this does not mean that individuals at risk of poverty decreased. Unfortunately, due to restrictions and health procedures, we have lost several cases that could have been helped.”

    Earlier in August, the NSO published a survey showing that 17.1%, which is equivalent to 82,758 people are at risk of poverty. That means that is the number of people who are living in households with an income below the at-risk-poverty-line. The survey is designed to collect detailed information on household characteristics, labour market, education, household income, material deprivation and social exclusion. 4,376 households were approached for the interview, out of which 3,785 completed the survey.

    This newsroom contacted Camilleri asking what his reactions are to the survey and what the situation at YMCA has been like.

    Camilleri highlighted that the recent survey shows the reality that YMCA has been speaking about for many years and how homelessness is an end result of many social factors, poverty being one of them. “We have always said that this social issue is a hidden one in Malta and our definition includes those living in inadequate housing or poor standard living. If we are to go by this definition shall we say that 17.1% of the Maltese population is at risk of facing ‘homelessness’?”

    He pointed out that there has been a decrease in the rental market lately due to the Coronavirus pandemic, but rent has never been properly marketed to ensure all types of families can afford renting. He said that, currently, there are individuals who cannot afford renting property, let alone buying one. “This tradition of buying property before getting married has changed in the past years. We know families that do not afford buying property and most of them do not afford to have rent increasing every six months to extremities of around €750 minimum for one bedroom apartment,” said Camilleri.

    Salaries are also another matter which needs to be properly addressed. “We still have cases of individuals being paid under the minimum wage, and it is high time that the general public understands that they are selling their time to their employers and should not accept less than what they believe their time costs.”

    When asked what the government should focus on when it comes to poverty in Malta, especially due to the coronavirus pandemic, Camilleri explained that COVID-19 has brought a huge change and difficulty to meet individuals in need. “First and foremost, it brought about a huge barrier that is still being felt between first liners and those requesting help. We have seen a huge decrease in those seeking help not because it is not needed but because of the restrictions imposed.”

    He said that one lesson that YMCA has learnt is that much more must be done to outreach to those families in need. “On 23 March of this year, we launched our Loneliness Response Line, and since then we had over 800 calls and messages with people who are at risk. Together with YMCA we have launched support groups where now we are meeting those individuals at risk socially and helping them accordingly.”

    Earlier this year, this newsroom had reported that the YMCA had set up a quarantine room which is purposely kept empty in case there are any COVID-19 cases at the shelter. Camilleri said that at ‘Dar Niki Cassar’, a set of quarantine rooms had been set up which, means that they could accept less individuals. “We have launched a second shelter by the name of ‘Y Communal House’ that nowadays is full, and we have 14 individuals living there.”

    When asked how many people are currently seeking shelter with YMCA recently, he said that the shelter has a capacity of 48 beds. “After the quarantine period referral cases have increased and we are receiving an average of four cases per week.”

    Camilleri also pointed out that, both last year and this year, the YMCA has had more foreign cases both legal and irregular immigrants.  The YMCA has also seen an increase in cases that are not seeking help and sleeping roofless in different localities in Malta.  “We have a service for roofless cases, ‘Y Visible’ which has helped over 33 individuals who were sleeping rough this year. It is imperative to say that those individuals without any address are sometimes refused to be assisted, and we have had these cases too.”

  • Bonus to frontliners, utility bill vouchers as a rebate - UHM budget proposals

    The UHM – Voice of the Workers has called for the government to provide frontliners with a bonus for the tireless work they have done throughout the pandemic and for utility bill vouchers that will serve as a rebate due to increased domestic usage.

    These proposals are two of all 89 proposals that the Union would like to see in the upcoming budget spanning over several themes.

    Economy

    The government has to make a sector by sector analysis to understand what extraordinary measures are needed since there are a lot of sectors who will not reach post-COVID levels any time soon. Such analysis should be done in communication with all stakeholders so that no time is wasted.

    UHM CEO Josef Vella said that the government must also send a clear message that sustainable social economy is of top priority as this pandemic has shown that there are sectors which are not as sustainable as they could be, like the tourism industry. Green Economy and digitisation should be considered well.

    Fight against precarious work

    The UHM wants workers to all have a working contract, one that is accessible on the Jobsplus portal. This will help regulate contracts and ensure that no one tries to make changes that could be abusive to the worker and go against what is written in the law. 

    It would also like to see workers registered under a trade union and form an integral part of its procedures, which will support those low-income workers who are at risk of falling under the poverty threshold.

    Additionally, state employees should get an equal amount of pay and be entitled to increments, progressions, allowances and automatic promotions when fulfilling their duties, depending on what their contract entails.

    The Union has called for a revision of the work regulations order so that everyone has an equal threshold of working hours per week as there are people, like bus drivers, who are working 48 hours rather than the usual 40 hours.

    A job evaluation scheme should also be introduced for people working with a field that there are not qualified in so that those who are actually qualified have a better chance of progressing in their career.

    Employees should be able to make use of any accumulated sick leave in the case of severe health issues. Households with two working parents should also have the option to use sick leave when their children are sick.

    The Union also wants to see workers benefit from double pay for Sunday shifts as well as an increase in the minimum wage as promised by the government during previous discussions.

    Telework

    This way of working should be discussed as an alternative method of working where possible as it reduces emissions in the air and makes for a better work-life balance, Vella explained, adding that there should be no reduction of allowances for people who opt for this method of working.

    Taxes

    The Union has called for a reduction in taxes for part-timers who already have a full-time job the amount should be reduced to 10%.

    Social Security contributions paid by the workers should also be reduced from the annual taxable income or should be completely untaxable.

    Tax credits should also be introduced for companies investing in technology so that their employees work remotely. This also includes laptops for children who are learning fro, home and do not have access to laptops.

    Property

    The first-time buyers scheme should be extended to €250,000 and be made available to second-time buyers who did not benefit from it the first time around.

    Property with 5 levels or more should incur additional tax per additional floor.

    There must also be enforcement of regulations on workplaces in relation to health and safety by ensuring that a permit is issued before construction commences.

    Vella added that families who experience a house collapse should receive compensation immediately and not wait for long court procedures which could even take years to finalise. There should also be enough money to rebuild someone’s home in the shortest time possible.

    Utility bills

    The Union believes that considering the fact that more people have had to stay at home during this pandemic, the government should give out utility bill vouchers that can be used as a rebate for higher levels of usage.

    The layout and content of utility bills should also be simplified so as to make them more user friendly.

    Education

    The UHM is couching for a free online reading scheme, as it understands that times have changed, and people no longer need to go to the physical library to borrow books. So the government has to bring this service online.

    Broadband internet access should also be guaranteed for all low-income households and the government should also consider investing in higher board-band speed which will be necessary since the digital age nowadays requires it.

    Pensions

    More research and studies have to be conducted in order to find the ideal minimum pension amount which is scientifically backed up. Any bonuses should also start being provided to the elderly when they get to 70-years-old and anyone with a bonus who is 75 or older should have an increase in their bonus.

    Environment

    The Union would like to see the introduction of bring-in sites in every locality in Malta and Gozo that are modelled around the types of trash households have - black bag, recycling bag and organic bag - since the time established for garbage pick-up might not fit everyone’s time table.

  • Conscientious objection must be included in equality bill, pharmacists say

    It is indeed a worrying paradox that in drafting a legislation to eradicate discrimination and ensure equity and equality for Malta’s citizens, the Minister for Justice, Equality and Good Governance and the PS for Equality and Reforms have mooted a Bill (96) which in essence is a contradiction in terms in that it discriminates specifically against the wide community of all health care professionals, The Chamber of Pharmacists said in a statement.

    In the first instance, the Bill as drafted is envisaged to be a Supreme Act, (Clause 32(3) refers) rendering null all other enacted legislation. This has raised the alarm bells of many sectors of Maltese society in particular, healthcare professionals.

    The Bill as drafted and amended to date, undermines and renders null the Oath which pharmacists, who are independent health care professionals, on the day of their graduation and, since time immemorial, undertake a covenant with society they will serve throughout their professional life, by taking an oath whereby they will base their practice on science and conscience, reflected in the Code of Ethics of the Pharmacy profession which harbours the conscientious objection clause.

    Unequivocally their maxim is “primum non nocere” – “first, do no harm” in all its inferences.

    Pharmacists as stated in their Oath, cannot legally, professionally and ethically discriminate when rendering a pharmaceutical service to their patients and clients but they have the precious right to freedom of thought and conscience in their discernment of the cases presenting.

    They have a right to expect the Government of the day, which by proposing legislation to ensure that "nobody is treated less favourably in any sphere of life", and has a claim to championing democracy and pluralism, to continue to empower them and protect their rights to practice in an environment of freedom of thought and conscience.

    It should be clarified that this Bill as drafted and amended impacts the rights of freedom of thought and conscience which is guaranteed by the Constitution of Malta and recognized by the United Nations Charter Of Human Rights, the chamber said.

    Moreover, there are several Charters and Conventions of the Council of Europe which uphold these principles. Indeed, the PACE resolution recommends that Member States, including Malta should legislate to guarantee conscientious objection.

    The Kamra Tal-Ispizjara Ta’ Malta forwarded its submissions and amendments to Bill 96 the Minister and other relevant organisations and institutions including the House of Representatives and the Pharmacy Council  on 9 September.

    In a separate statement, the Pharmacy Council, the legally recognised authority regulating  pharmacists,  pharmacy technicians and qualified persons is gravely  concerned about the Equality Bill No 96 of 19-7-2019 as it has series implications on the pharmacy profession.

    This proposed law aimed to provide a legal framework to prevent any form of discrimination is in fact:

    1. Discriminating against pharmacists and other healthcare professionals; and

    2. Undermining their professional autonomy, moral convictions and moral integrity.

    Moreover, it does not include a conscientious objection clause.

    Pharmacists, in practising their profession, take decisions based on science and ethical principles inherent to the pharmacy profession and their conscience.

    The proposed articles 7 and 8 contemplate placing pharmacists into a conflict of conscience in relationship to their legal obligations to render a professional service which goes against their conscience. 

    Acting against one's conscience undermines the pharmacists' autonomy and their moral integrity, which  moral integrity is the hallmark of the trust based relationship between pharmacists and patients.

    Acting against one's conscience is in breach of the pharmacists' fundamental right to Freedom of Conscience and Religion as enshrined in our Constitution, in The European Convention of Human Rights and in the Charter of Fundamental Human Rights of the EU.

    The Pharmacy Council is most concerned about the proposed articles 3 and 32, the Supremacy Articles. These articles render the proposed legislation supreme over any other legislation,  any future legislation, the Code of Ethics of  the Pharmaceutical Profession and the Oath taken by pharmacists when they receive their licence to  from the President of Malta to practice their profession. It is inconceivable that pharmacists would be obliged to render a professional service, which is in breach of the Oath they have pledged to adhere to.

    The Pharmacy Council is against article 32 and strongly urges that this article be deleted.

    The Pharmacy Council must highlight the fact that it is imperative to include a consciencious objection clause  under article 6 (exceptions). This clause must include a proviso stating that  patients are informed of any conscientious objection in a timely manner, and that the State  should make provisions to ensure access to lawful health services to protect patients' rights.

  • Covid-19 - Another spike with 64 new patients; active cases rise over 600 again

    There has been another spike in the number of Coronavirus cases, with 64 registered on Thursday.

    This has taken the number of active cases again beyond 600, as the number now stands at 622. The last time Malta had more than 600 cases was on 26 September.

    It is the fourth time in the last seven days that the number of new cases surpassed 60 in one day. In all, 412 cases were recorded in the last seven days.

    The number of patients who recovered was just 19.

    In all, Malta has now also surpassed 3,500  Covid-19 cases since the first was registered on 7 March. The exact figure is 3,505, with 41 deaths reported.

    The total number of people who have recovered from the virus is 2,884.

    No details were given on today's cases.

    With regard to cases reported on Wednesday, 15 were of family members of previously known cases, three were of contacts with positive work colleagues, seven were direct contacts of other positive cases, one was from a social gathering, two from the Paceville cluster and two were imported.

    The health authorities aaid 2,491 swab tests were carried out for a total of 2,72,579.

  • ‘Fake news’ on Covid cases leading to chaos in schools – MUT

    The MUT this morning raised its concerns with the Ministry for Home Affairs, Law Enforcement and National Security, Ministry for Health and Ministry for Education and Employment about the false information being issued regarding COVID-19 cases in schools.

    In a statement on its website, the MUT said that it is aware that there is a lot of speculation and as the union representing the majority of members in all sections, it is highly concerned about the damage that is being done to educators, students and families. This without mentioning the psychological impact on educators, students and families and the unwarranted chaos when parents leave their respective workplaces in panic to pick students from schools following the issue of such ‘news’.

    The MUT, as a professional organisation, has never made any public statements about cases and we will clearly not join this charade of speculators. The closing of schools in March, and their re-opening during these days, has been a struggle and the preparatory work by educators to re-open schools is unprecedented.

    The MUT, whilst doing its duty to protect educators, has worked hand in hand with the Education and Health Ministries during this difficult period. The MUT stated that it is with this spirit that it has requested the concerted efforts of the various Ministries within government to stop this speculation and to take the necessary actions to safeguard the interest of educators, students and families who have the right to attend schools without fear.

    The MUT reminds members that instead of speculation on social media, the MUT has requested that the government creates a clear and consistent official policy known to all regarding information about positive cases in schools. The MUT expects the government to have its communication procedures in place to inform affected educators, students and parents immediately and to ensure that all respective health measures are taken right away.

  • 'I don’t want to watch this anymore' - Prince George, 7, concerned about extinction

    Prince William has joined forces with renowned British broadcaster and naturalist David Attenborough to launch a new environmental award, the Earthshot Prize, which has grand ambitions to “incentivize change and help to repair our planet over the next 10 years.”

    The prize takes its inspiration from the Moonshot challenge that President John F. Kennedy set for the U.S. in 1961 to put a man on the moon by the end of the decade.

    William, who has been immersed in environmental issues all his life, said the same resources used to tackle the coronavirus pandemic should be devoted to saving the natural world.

    “According to the experts, it really is the point of no return," he told Sky News. "We have 10 years to fundamentally fix our planet.”

    The plan envisions five prizes of 1 million pounds ($1.3 million) awarded each year for the next 10 years, providing at least 50 solutions to the world’s greatest environmental problems by 2030.

    The first five Earthshots center on protecting and restoring nature, clean air, reviving oceans, building a waste-free world and fixing the climate.

    “We very much hope that even if we can’t necessarily change the world in ten years’ time just from the prize alone, what we do hope is that, just like the Moonshot landings where they developed cat scanners, X-ray machines, breathing apparatus, stuff like that I think has been really, really important to come out of that,” William said.

    Nominations open on Nov. 1 with an annual global awards ceremony held in a different city each year, starting with London in the fall of 2021. William will be part of the panel that makes the decisions.

    The prize fund will be provided by the project’s global alliance founding partners, a group which includes the philanthropic bodies of billionaires like Microsoft co-founder Paul Allen, Alibaba founder Jack Ma, and Michael Bloomberg.

    Attenborough, 94, said time is of the essence.

    “Suddenly there are real dangers that there may be a tipping point in which the icecaps of the North Pole begin to melt, which it’s doing already," he told BBC radio. “It’s a matter of great urgency now.”

    William also spoke about how his seven-year-old son, Prince George, is getting concerned about what's going on in the world. He said his son was left so saddened by an Attenborough documentary about extinction that he told his father “I don’t want to watch this anymore."

    Prince George was in the news a few weeks ago when he was given a shark tooth by Sir David, who had found it in Malta. An initial indication that Malta would have sought its retrieval was later withdrawn.
